If you want to hold land, you need to solve the prisoner’s dilemma problem faced by soldiers — namely problem of each individual soldier’s life being best if everybody EXCEPT him, does his job. Cultures usually solve the prisoner’s dilemma with elaborate ideas of duty, honor, selflessness and sacrifice, plus the punishment of those who violate these ideals.
I don’t know whether or not the cost of defense has gotten cheaper, or if it only seems that way. In any case, this video about Haredis in Israel is a good case study. Israel needs to hold land.

The irony here is that policies that encourage the rich to leave your city (or to not live there in the first place) invariably reduce measured inequality. It’s worth noting that Detroit has one of the lowest levels of measured inequality of any large city in the United States.

Arrest data lets us measure this possibility. For the entire country, 28.9 percent of arrestees were African-American. This number is not very different from the 31.8 percent of police-shooting victims who were African-Americans. If police discrimination were a big factor in the actual killings, we would have expected a larger gap between the arrest rate and the police-killing rate.
